溫哥華即將大變樣!這是所有可能被廢除的72個舊規劃和指引

【星島綜合報道】溫哥華市府職員建議,廢除多達72個舊的社區規劃和土地使用指引,以改變並適應城市發展新策略的框架。

據溫哥華市府工作人員稱,這些政策和指導方針已經過時或與2022年批准的「溫哥華計劃」(Vancouver Plan)和其他最近實施的戰略不相容,例如2013年批准的西端社區規劃(West End Community Plan)、2016年批准的格蘭維-伍德蘭社區計劃(Grandview-Woodland Community Plan)、2017年批准的溫哥華十年住房發展戰略、2018年批准的甘比走廊計劃(Cambie Corridor Plan)、2022年批准的百老匯計劃(Broadway Plan),以及今年早些時候批准的在單戶地塊上增加最多8個單位的「增加消失了的中型屋」(Adding Missing Middle Housing)政策。

廢除的理由依具體情況而定,包括與「溫哥華計劃」或新的社區計劃和戰略相矛盾的舊社區願景、不反映當代最佳實踐的舊指引,以及一些已經開發且變樣的地點。

例如,這包括廢除1987年批准的喬伊斯車站區域計劃(Joyce Station Area Plan),已經被2016年批准的喬伊斯-高羚活天車站計劃(Joyce-Collingwood Station Precinct Plan)所取代,而1988年和1990年批准的快樂山(Mount Pleasant)開發指引將因百老匯計劃而被廢除。

被提議廢除的策略是1976年批准的「停車場安全指引」(Parking Garage Security Guidelines),實施歷史最長。

而「溫哥華計劃」本身取代了1995年批准的「城市規劃」(CityPlan),「溫哥華計劃」為未來30年城市發展規劃,於去年獲得上屆市議會的批准,作為未來制定合法土地使用規劃的框架或基礎,提供了複雜的細節和規定,包括為沒有現有土地利用的地區制定新的區域規劃。該計劃預計將持續到2050年。

溫市規劃、城市設計與可持續發展總經理奧唐納(Theresa O’Donnell)在2021年10月啟動「溫哥華計劃」公聽會蒐民意時表示:「我們知道市民喜歡我們城市的許多方面,並希望它的未來更包容、多樣化且適合所有人。『溫哥華計劃』是一個全面和戰略性的途徑,讓我們在應對現時挑戰的同時,能夠實現這一目標。結合目前實施、在全市增加更多住房選擇的舉措,該計劃將為我們的社區規劃出一條道路,令這些社區在未來30年內更加宜居、可持續和公平。」

其他建議廢除的大多數計劃和指導文件可以追溯到20世紀90年代和80年代。大多數社區願景在1998年至2010年間獲得批准,但現在已經到了「生命周期的終點」,因為它們是作為10到20年文件創建的,幾乎所有計劃都缺乏住房預測。
